Who should own the economic gains from AI?

Taxing AI gains at their source kills the incentive to build. The U.S. leads in AI precisely because innovators can capture the value they create. Europe's heavy regulatory approach has produced zero frontier AI labs — regulation follows innovation, not the other way around.

Training data is not labor. The fact that AI models learned from public internet content doesn't entitle every internet user to a cut of AI profits, any more than reading a library book entitles the library to your salary.
