What is Parliamentary Debate?
Parliamentary debate is an extemporaneous format modeled on legislative debate. The most common version, British Parliamentary (BP), used at the university World Championships, puts four two-person teams in a single round — two supporting the motion and two opposing.
Motions are announced about 15 minutes before the round with no pre-gathered evidence, so it rewards quick thinking. But it also asks you to learn parliamentary roles (Prime Minister, Whip, extensions), points-of-information etiquette, and a four-team ranking system — and it lives almost entirely on the university circuit.
